দেশের ৬৫ হাজার ৫০২টি সরকারি প্রাথমিক বিদ্যালয়ের প্রধান শিক্ষকদের বেতন স্কেল দশম গ্রেডে উন্নীত করা হয়েছে। প্রাথমিক ও গণশিক্ষা মন্ত্রণালয় থেকে অর্থ মন্ত্রণালয়ের অর্থ বিভাগের সচিবকে পাঠানো এক চিঠিতে এ তথ্য নিশ্চিত করা হয়েছে।
মন্ত্রণালয়ের বিদ্যালয়-২ শাখা থেকে গত ৪ নভেম্বর এ চিঠি ইস্যু করা হয় এবং যুগ্মসচিব রেবেকা সুলতানা ৫ নভেম্বর চিঠিতে সই করেন। এরপর তা অর্থ মন্ত্রণালয়ের সংশ্লিষ্ট বিভাগে পাঠানো হয়।
চিঠিতে উল্লেখ করা হয়েছে, প্রধান শিক্ষকদের বেতন স্কেল দশম গ্রেডে উন্নীত করার জন্য গত ২৮ জুলাই অর্থ বিভাগের ব্যয় ব্যবস্থাপনা অনুবিভাগ থেকে সম্মতি দেওয়া হয়। পরে ৭ অক্টোবর জনপ্রশাসন মন্ত্রণালয় থেকে এ বিষয়ে চূড়ান্ত অনুমোদন মেলেছে।
এই সিদ্ধান্তের ফলে প্রাথমিক শিক্ষকদের কর্মদক্ষতা ও দায়িত্ব পালনে প্রেরণা বৃদ্ধি পাবে বলে আশা করা হচ্ছে। এদিকে, প্রাথমিক ও গণশিক্ষা মন্ত্রণালয়ের চিঠিতে প্রধান শিক্ষকদের ছয়টি শর্তে দশম গ্রেডে উন্নীত করতে চিঠিতে বলা হয়েছে। সেগুলো হলো—
- ১. অর্থ বিভাগের ব্যয় ব্যবস্থাপনা অনুবিভাগের সম্মতি গ্রহণ করতে হবে।
- ২. অর্থ বিভাগের বাস্তবায়ন অনুবিভাগ কর্তৃক বেতন স্কেল নির্ধারণ করতে হবে।
- ৩. প্রশাসনিক উন্নয়নসংক্রান্ত সচিব কমিটির অনুমোদন নিতে হবে।
- ৪. পদ উন্নীতকরণের বিষয়টি বিদ্যমান নিয়োগবিধিতে অন্তর্ভুক্ত করে সংশোধন করতে হবে।
- ৫. প্রশিক্ষণবিহীন প্রধান শিক্ষকরা সরকারি আদেশ জারির তারিখ থেকে ১৮ মাসের মধ্যে Basic Training for Primary Teachers (BTPT) প্রশিক্ষণ সম্পন্ন করতে হবে।
- ৬. প্রশাসনিক মন্ত্রণালয় কর্তৃক যাবতীয় আনুষ্ঠানিকতা সম্পন্ন করে সরকারি আদেশের কপি জনপ্রশাসন মন্ত্রণালয়ের সংগঠন ও ব্যবস্থাপনা অনুবিভাগে পাঠাতে হবে।
চিঠির তথ্যানুযায়ী-বর্তমান নিয়মে প্রধান শিক্ষক পদে কর্মরতদের মধ্যে যারা প্রশিক্ষণপ্রাপ্ত তারা ১১তম গ্রেড (১২৫০০-৩০২৩০ টাকা) এবং প্রশিক্ষণবিহীন প্রধান শিক্ষকরা ১২তম গ্রেডে (১১৩০০-২৭৩০০ টাকা) বেতন-ভাতা পাচ্ছেন। দশম গ্রেডে উন্নীত হলে তাদের বেতনস্কেল হবে ১৬০০০-৩৮৬৪০ টাকা।

সম্প্রতি ১২৪/২০২২ নম্বর সিভিল রিভিউ পিটিশনে দেশের সর্বোচ্চ আদালতের আদেশ অনুসারে সরকারি প্রাথমিক বিদ্যালয়ের ৪৫ জন প্রধান শিক্ষকের বিদ্যমান ১১তম থেকে দশম গ্রেড বেতন স্কেলে উন্নীত করার সিদ্ধান্ত গৃহীত হয়।আরও বলা হয়, এর ধারাবাহিকতায় দেশের সব সরকারি প্রাথমিক বিদ্যালয়ের প্রধান শিক্ষকদের বেতন স্কেল দশম গ্রেডে উন্নীতকরণ যৌক্তিক বিবেচিত হওয়ায় সরকার সারাদেশে ৬৫ হাজার ৫০২ জন প্রধান শিক্ষকের বেতন স্কেল বিদ্যমান ১১তম গ্রেড (প্রশিক্ষণপ্রাপ্ত) ও ১২তম গ্রেড (প্রশিক্ষণবিহীন) থেকে দশম গ্রেডে উন্নীতকরণে সম্মতি দিয়েছে।
